Our Modular Wall System allows agencies to transform the training environment to meet virtually any mission or learning objective. Walls can be quickly reconfigured to create realistic settings such as offices, classrooms, apartments, retail spaces, hallways, and other environments, providing a fresh and dynamic layout for every training evolution. This flexibility enables agencies to conduct more realistic, scenario-based training while maximizing the value and versatility of the facility.

Our Support Spaces provide the essential resources needed to maximize training effectiveness from preparation through after-action review. Dedicated classrooms and briefing rooms allow instructors to conduct lessons, prepare personnel, and coordinate training objectives, while surveillance and video playback rooms provide the ability to capture, review, and analyze training evolutions. Additional spaces, including a mat room, weight room, and secure gear storage areas, support physical skills development, defensive tactics training, fitness preparation, and the organization of essential training equipment. Together, these spaces create a complete training environment designed to support learning, performance evaluation, and operational readiness.

Our Training Classes and Programs provide agencies and individuals with access to a wide range of professional development opportunities designed to enhance skills, knowledge, and operational readiness. In addition to supporting agencies that bring and conduct their own instructor-led training programs, the Urban Operations Training Center will offer hosted courses featuring experienced guest instructors, POST-approved law enforcement training, public safety programs, and civilian-focused courses. These offerings will provide a variety of learning opportunities while utilizing the facility’s realistic training environments, classrooms, and support spaces to deliver high-quality, scenario-based instruction.

Our Realistic Urban Environments are designed to replicate the locations officers and first responders encounter every day. From offices and classrooms to residential spaces, retail stores, and common public areas, these immersive settings provide agencies with the opportunity to conduct practical, scenario-based training in environments that closely mirror real-world conditions, enhancing decision-making, communication, and operational readiness.

Our Support Staff Services help agencies maximize their training experience by providing coordination, administrative support, and training documentation assistance. Dedicated staff will assist with scheduling, facility coordination, equipment needs, and maintaining training records to help streamline the planning process. Through organized documentation and post-training support, agencies can better track training activities, maintain accountability, and ensure each training evolution is properly recorded and reviewed.

Our Membership Options are designed to provide flexible access solutions for individuals, organizations, and agencies of all sizes. The Urban Operations Training Center will offer a variety of membership models, including pay-as-you-use options, monthly memberships, annual memberships, and customized agency agreements. Individual and agency memberships can be tailored to meet specific training needs, frequency of use, and budget considerations. Pricing structures will be configurable to support agencies of varying sizes and resources, ensuring access to a professional training environment while providing a sustainable solution for continued training and development.

different option

UOTC is envisioned as a privately operated, dedicated training environment focused solely on providing realistic, adaptable space for agencies to conduct their own training. The facility is not tied to one agency’s mission, schedule, or internal priorities. Instead, it is designed to serve as a shared resource available to multiple public safety organizations.

The vision is to provide agencies with the flexibility to:

  • Conduct their own department-led training using their own instructors and curriculum

  • Reserve realistic training environments without having to build and maintain their own facility

  • Train during available operational windows, including evenings, weekends, and extended hours

  • Create customized scenarios using configurable modular environments

  • Collaborate and train alongside other public safety organizations

  • Document and manage training records through an integrated training management system

The goal is not to replace agency facilities or regional training centers.

The goal is to provide an additional resource—one that gives agencies access to a professional, realistic training environment without the financial burden, maintenance requirements, or logistical challenges of developing and operating their own facility.

Urban Operations Training Center is built on the idea that every agency deserves access to quality training environments, regardless of size, budget, or available resources.

Urban Operations Training Center did not begin as a business plan.

It began as a vision.

Throughout my career as a police sergeant, I have had the privilege of serving alongside and training with professionals from local, state, federal, military, and private-sector organizations. Through these experiences, one challenge has remained consistent—creating realistic training opportunities in environments that prepare professionals for the realities they may face.

That is where the vision for Urban Operations Training Center began.

Our mission is not to replace instructors, create agency-specific curriculum, or determine how organizations should train.

Our mission is to provide the space.

Today, UOTC remains a vision in development. The facility has not yet been constructed, but the mission is clear: to create a purpose-built training center designed by a public safety professional, for the professionals who protect and serve our communities.

The vision is ambitious.

The work has already begun.
